Go to the start menu
click on the Run button
there you need to enter:cmd
than in the window that is opened enter shutdown -i
a window will open
than click on add
there you need to enter the ip of computer you want to shutdown
than click OK
when it returns to first window make what do you want to do restart shutdown or stand by
in comment you enter what you need to be shown on victims PC
than click OK

this thing only works on windows 7 and ubuntu....

how to get people's IP?
1) use net NET VIEW command in the command prompt to check the current PC connected in your LAN...
then just ping the computer name to get an IP address.

2) Or maybe can use the arp -a command to check for the IP address in your LAN...
Note : sometime the shutdown command need to have administrator permission to use that command on other PCs.
